Plans, administers or performs professional land surveying duties in the review and approval of plats, easements, parcel maps, subdivision maps, deeds and related items within the City of Loveland. Occasional field survey may be necessary. The salary range for this position is $29.91- $46.35 per hour with a hiring range of $29.91 - $38.13, depending on qualifications and experience. Position will close to applicants on: Monday, August 2, 2021 at 12:00 P.M. M.S.T.

Ability to read and comprehend City and State rules, regulations, policies, principles and practices for the practice of Land Surveying, including laws and regulatory codes dealing with development and real estate.
Performs checks of Land Surveying related documents for compliance with State of Colorado and local rules and statutes.
Ability to understand and interpret legal descriptions, record survey maps and related items.
Performs a variety of Land Surveying related office duties including researching existing record and compiling data required for current survey projects, and computing data to be shown on maps.
Makes recommendations and presents solutions for Land Survey related items, including advanced technical advice for complex survey issues and inquiries related to City and development projects, including interpretation and changes to development standards.
Makes mathematical computations related to angles, distances, bearing, traverses and elevations quickly and accurately.
Reviews existing plats, parcel maps, deeds, legal descriptions, records of surveys and other Land Survey related documents for technical accuracy.
Prepares easement and other legal descriptions for various departments for City related projects.
Reviews proposed plats, easements and other legal descriptions and land survey related documents submitted by private surveying or engineering companies for private developments for technical accuracy.
Reviews applications for vacation of public right-of-way and easements.
Participates in development review meetings concerning survey related matters.
Operates a computer in the performance of assigned duties including the performance of mathematical calculations and computer aided drafting, and data file development and manipulation; downloads and reviews field data.
Participates in making a variety of surveys including land surveys to determine the location of property lines, boundaries, easements, and right-of-way; topographic surveys to determine locations and elevations of existing improvements, structures and topographic features; construction surveys for improvement projects; surveys to establish and adjust benchmarks; and surveys to establish road centerlines.
Administers the City’s benchmark network and answers questions in this regard.
Establish and maintain effective working relationships with other City employees, representatives of other agencies and organizations, and members of the community.
Adhere to supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.
Ability to communicate clearly and concisely, both verbally and in writing with, but not limited to, other City staff and outside professionals.
Accountability for regular, predictable attendance.

Understanding and general knowledge of office practices and procedures.
Proficient with survey related computer equipment and programs, including GPS, AutoCAD and/or Bluebeam
Understanding of the capabilities and limitations of GPS as it applies to Land Surveying.
Ability to schedule and coordinate land surveying services with private companies for City projects as necessary.
May exercise direct and indirect supervision of survey crews.
Keeps accurate field notes of work performed showing lines, grades, angles, distances, benchmarks, mathematical calculations, and other data pertinent to the field survey.
Catalogs and files survey notes.
Ability to operate survey instruments and instruct others in their operation.
Current knowledge of use and care of surveying instruments and equipment.
Read and interpret engineering plans, blueprints, and construction documents.
This position is responsible for supervision of City employee(s). Ability to perform supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Job Specific Competencies:
Industry standard principles, practices, and equipment used in surveying and field engineering, including surveying laws and regulations.

Understanding of construction plans, specifications, parcel maps, subdivision maps, and construction drawings and related documents.

Education and/experience:
An Associate’s degree from an accredited college or university with major coursework in Land Surveying, Engineering or related field required. Minimum of four years of experience a directly related field or in the performance of similar duties and responsibilities required. An equivalent combination of education and/or experience may substitute for education requirement on a year-for-year basis.

Licensure and/or certifications:
Must possess a valid driver’s license. Registration as a Professional Land Surveyor in the State of Colorado or ability to obtain within six (6) months of hire required.

Material and equipment directly used:
Multi-line telephone, personal computer, printer, calculator, fax machine, copier, and communications equipment.

Working environment/physical activities:
While performing the duties of this job, the employee is regularly required to work in an office environment and in the field at various project sites. Personnel may be exposed to long periods of sitting or standing at a desk or computer.

Considered essential personnel required to report for duty in response to community emergencies (e.g. natural disaster, fire, flood, blizzard, etc.)
