The Boulder County Public Works Department is seeking a skilled GIS Specialist to develop and maintain GIS datasets; carry out tasks and projects as directed by the GIS manager; support department staff with mapping and dataset development needs; and work with the GIS team to develop long term mapping solutions. This individual will be responsible for using Geographic Information Systems (GIS) to interpret, design, and produce maps, both static and dynamic; develop web map applications; edit and maintain spatial (GIS) data; perform spatial analysis; develop the Boulder County Road Map; and assist with implementing and maintaining an asset management system. The GIS Specialist position is a journey level classification.
This is a full-time, benefitted position. The work schedule is Monday - Friday, 8:00am - 4:30pm. Many Boulder County Public Works employees are currently working remotely, based on their job requirements, to help prevent the spread of COVID-19. It has not yet been determined when all Public Works staff will return to the office, but, when they do, it will likely be using a remote/county office hybrid system. Employees working the hybrid system will work remotely two or three days per week and will be at the office the remaining days. The determination on when to return and how often services will be offered in-person at county facilities is currently at the discretion of department head. Boulder County Public Health may also enforce either a remote or a hybrid work requirement depending on current health data surrounding impacts of COVID-19.
Under FLSA guidelines, this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $57,708.00 - $70,398.00 Annually
Classification Salary Range: $57,708.00 - $83,088.00 Annually

Examples of Duties
Collaborates with employees and teams to meet GIS needs and requests, carrying out projects from request to completion
Provide technical support to end users accessing and using geospatial tools
Works with the GIS Manager to maintain and develop Esri ArcGIS Online applications such as web maps, web apps, dashboards, story maps, mobile apps and other applications to meet the needs of Public Works
Supports existing Python-based automation routines and develops new Python scripts as needed. Ensures full documentation of each tool as needed including help files and user guide.
Works with the current GIS team to develop long term organization, methods and strategies for GIS in the Public Works Department
Researches and reviews advancements in GIS technology and practices, assisting the GIS Manager with applicable uses for the department, while also advancing personal development in GIS
Keeps up with industry standards and seeks out opportunities to utilize GIS for racial equity and social justice
Oversees and conducts research to find and verify GIS data from sources, such as hard-copy maps, land records, survey monuments, deeds, aerial imagery, field data collection, varying types of digital GIS, CAD data, GPS data, RDBMS systems and spreadsheets
Oversees and performs updates to the geometry and attribute values of GIS data from sources, and refines the methodology for data acquisition, entry and maintenance
Identifies and resolves data errors and conflicts using appropriate methods
Oversees and performs spatial data conversion to ensure data integrity, security, and adherence to current standards
Maintains quality data management, electronic file organization and data integrity, including metadata, while utilizing knowledge of geodatabases (including SDE), feature class schema and varied GIS layer formats
Develops efficiencies for GIS optimization
Performs complex GIS analysis functions and geoprocessing using advanced tools and software extensions
Prepares reports, memorandums and presentations to describe data entry, acquisition processes and results of analysis
Prepares maps and web apps following proper cartographic principles and mapping techniques; uses appropriate symbology and classification methods to enhance map readability and visualization; creates presentation quality map products
Exports GIS data in various formats for use in other systems or for distribution
Carries out tasks listed above while utilizing Esri software functions and tools like editing/digitizing, symbology, map layout, joins & relates, geoprocessing, analysis, queries, selection, SQL, Arcade & Python scripting, Model Builder
Uses critical thinking, problem solving, reasoning and troubleshooting for advancing GIS in Public Works
Assists with implementing and maintaining a GIS-centric Asset Management System
Production of the Boulder County Road Map
Collaborates with other County GIS staff on coordinated GIS development
Performs related work, as required
May be reassigned in emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 6 years of combined education and experience.

KNOWLEDGE, SKILLS, & ABILITIES:
Considerable knowledge of ESRI suite of products, especially ArcGIS Pro and ArcGIS Online
Considerable knowledge of GIS based mapping and data management systems
Considerable knowledge of spatial data concepts, cartographic principles, and mapping techniques
Experience with SQL, Arcade and Python; scripting & automation
Familiarity with web map application development using Esri WebApp Builder and ArcGIS Online
Skills with spreadsheets and tabular data
Comfortable with the suite of Microsoft Office products
Ability to establish and maintain effective working relationships with other employees, teams and the public
Ability to communicate effectively, both verbally and in writing
Ability to take ownership, and work independently on multiple, complex projects to meet deadlines and expectations
Ability to independently research, troubleshoot, and resolve GIS problems/errors, while applying quality attention to detail
